Who may be eligible
The VA decides, and it looks at service, not at a person's background.
Service
People who served on active duty, members of the National Guard and Reserves, and some surviving spouses may be eligible. The time served and the kind of discharge matter. The VA's own page lists the details for each kind of service.
A lender and the VA decide
This page cannot tell you whether you are eligible. The VA decides that when it issues a Certificate of Eligibility, and a lender decides whether to lend.
The home
A VA loan is for a home you will live in. It is not meant for a place you will rent out and never use as your own.
